Public Policy Research Center (CENTER) is a team of innovative researchers and digital enthusiasts deliberating on the future of work in Serbia, as well as inclusive security and the creation of sustainable partnerships focused on social change. The CENTER was founded in year 2010 as an independent think tank aiming to contribute to the development of a sustainable, prosperous and just society in which the opinions and concerns of all citizens are equally heard and appreciated.

The CENTER strongly believes that the future of work should be addressed now should Serbia aim to keep decent work and quality of employment legacies in place. The future transformation will depend on today’s responses of policy-makers, business leaders, and workers in Serbia.


Building upon the Digital Agenda for the Western Balkans launched in June 2018, the first annual conference “The Future of Work in Serbia – The Future is Now”, held in Belgrade on October 23-24, discussed the preconditions and the opportunities for development of a knowledge-based economy (KBE) in Serbia embedded in a decent work agenda. The conference provided a place of dialogue for national and international experts, entrepreneurs, trade unions’ representatives, researchers, and professionals form the public and private sectors – all of whom are actively participating in the creation of Serbian economy, but did not have so far the opportunity to meet, or cooperate with one another. The world of work is undergoing major transformations as a result of new business models supported by technological change, shifts in the global economy, demographics and other factors that will continue, and potentially intensify, in the future.

If Serbia aims to foster a knowledge-based economy embedded in the Decent Work Agenda, the state accounts for even higher responsibility in stimulating the overall environment for economic and social progress.

Therefore, the Action Agenda outlines the scope of future actions of the Government of Serbia (GoS). This however does not exclude responsibility of other relevant partners, such as the business sector, academia, civil society and trade unions in shaping the future of work in Serbia.

The infographics contextualize and provide relevant data on the elements of knowledge-based economy (KBE) framework in Serbia and selected countries in the region, the EU and the world. The data on KBE elements considers the state of education, human capital and the labour market characteristics in light of changing economy postulates. The state of research and development along with information and communication technologies (ICT) readiness, infrastructure and diffusion as drivers of KBE are further presented while being situated in the context of given macroeconomic features, business environment and the efficiency of state institutions.


In his “ArtWORKs” series of paintings, Belgrade-based artist Žolt Kovač explores the topic of work in contemporary society. Lead by his own experience of burnout after more than a decade of being parallely present on several creative and activist scenes, his works analyze changes and problems of the contemporary notion of work – such as working time, precarious work, multitasking, exhaustion, parenthood, productivity and other.
